maximize window not maximum

In case it helps, I switched the panels, putting the bottom at the top and the 
top at the bottom.  I then deleted the top panel.  The area it occupied is 
available now for windows.  Perhaps the bottom position is somehow different?  
I can't comment further, but it may give the gurus some clues.
