There is keychain, which is a cli tool. As such, it has absolutely
minimal dependencies. It doesn't completely fit your description, but
may be worth a look.

Also you should look at http://wiki.xfce.org/recommendedapps to see if
anyone else has recommended a gui tool. If not, and you find one,
please add it to that wiki page.
