[xfpm] status wrt. devkit-power/upower

Hey Ali (and other people),

in Debian, it seems that the transition from devkit-power to upower has
started, and the 0.9.90 I had stopped working because of that.

I didn't yet upload any of that to Debian so we still use the 0.8.5/hal
one, but at one point I guess I'll have to switch, so if you want us to
test some kind of transition, we could try that.

What do you think?
