Xfce4-panel runs CPU at 100%

Did you run 'top' in a terminal during this interval? It will show you
which task is actually occupying the CPU. (your CPU indicator may
actually be programmed to start 'top' if doubleclicked)

A hint: if you have Firefox open, close it and check again.
