How do I set up Xfce to operate remotely?

I have tried this.  But apparently, I am doing something wrong.
I get twm with an xterm.  When I start Xfce, I get a bunch of
floating pains all over the place.  Very ugly.  When I exit out,
I notice that my server runs with one processor max'ed out.
