xfce4-panel window now has border an header

I am new to xfce on Slackware 13 and I have had a strange problem. 
Everything was working ok until after a reboot the xfce4-panel appeared, but with a border and the window "header". You know, containing the windowm name, windows max/min buttons, etc. Plus, half the actual window is below the screen bottom, and if you grab the header to drag the window up and then select a task button, the window "snaps" back to its original position. 

So, what changed to cause this?
