panel displaying title bar

After a sudden power cut, I have found that my panel displays the window
title bar. I cant see any option to hide it againnd it is stealing a lot
of screen space and pushing the panel buttons beyond the screen visible
area. Is there any way to hide this without having to delete the whole
xfce config? Im using 4.6.1.
