Shortcuts in Terminal Emulator

I've turned everything off that I can. I want to enable F1 and F2 for
this ncurses console app - or at least not have anything stand in its
way. Are you following me? I want F1 to send "265"; F2 "266" and the
down arrow "258". How? Tweaking "terminfo"? How?
