xfce settings manager problem

Hi All:

I'm not quite sure what I did, but for some reason I cannot access the xfce
managers.  I mean that I can no longer change themes, mouse themes, window
settings choose different icon themes, etc.  I can work within xfce and
applications like open office, claws mail and others are functional.

I can still invoke the entire application menu, however only those apps which
affect and change xfce are unavailable.  

Perhaps I changed a directory location which xfce needs??

Clues on how to correct this or where xfce expects things to be would be
helpful.  I hope that maybe I can put things back and avoid reinstalling  Linux
from scratch.
