Keyboard shortcuts issue

Hi there,

there are multiple tickets about this in the bugtracker. For example:

Does anybody have n idea why this sometimes happens? I Start Xfce and
sometimes the shortcuts work immediately, sometimes not. If I send an
SIGHUP to the xfce4-settings-helper, the shortcuts work.

But it's really annoying in my opinion when they sometimes don't work
after start.
