Can't Shutdown/restart

Hi,

I have created a remix of Fedora and it use XFCE as the only Desktop
Manager.

Some time i couldn't shutdown or restart the system as those options are
disabled (only Log-off button is enabled at that time).

This is not happening every time.
I am testing the iso with a USB pen drive.

latest iso image worked well.

What could be the issue.
