Xfce Settings Manager icons

I had a look at the ALLBLACK icon theme. It says on the page that it's
not complete, but the theme does not inherit any icons from another
theme - so there is no fallback to "standard" icons because the theme
author did not set that up. Have a look at the index.theme file and
compare i.e. Tango's with the ones you are trying out.
