Yes, I agree the problem probably is in your distro's locale,
but it is a little bit more complex than what Yves-Alexis said.


Check also

locale week-1stday

And find out which weekday that is. (cal mm yyyy)
It gives you the starting day for counting.

Since your locale first_weekday is 2, you need to step 1 (=2-1)
step forward from the day you got from locale week-1stday.
(using the list locale day
 Sunday;Monday;Tuesday;Wednesday;Thursday;Friday;Saturday )

(Common error is that maintainers set week-1stday to be Monday,
which in this case would make the real week starting day Tuesday.)


for example in my system:
LANG=en_GB.utf8 locale first_weekday day week-1stday
1
Sunday;Monday;Tuesday;Wednesday;Thursday;Friday;Saturday
19971201
Gives first weekday Monday.

and
LANG=en_US.utf8 locale first_weekday day week-1stday

Gives first weekday Sunday.
