Folder preperties appear behind other windows

I'm running xubuntu 9.04 in fairly standard format. I have tweaked
the xfce settings from default though, i.e. in Window Manager - Focus
I have selected "Focus follows mouse" and deselected everything else. So
I don't have "Automatically give focus to newly created windows" and I
don't have "Automatically raise windows when they receive focus" and I
don't have "Raise window when clicking inside application window".
I suppose you could argue that the above settings mean that the
properties window isn't required to appear above other windows but any
other new window I start does appear on top. Thinking about it my
expectations are reasonable and not in conflict with the above
settings, I want "New window always on top" which doesn't relate
directly to focus at all.
