xfce configuration for flags

I am looking for some help and i have been spending some time on this.

I am trying to set some flags such as XFWM_FLAG_HAS_MOVE.

I am not sure where to set the value of the flags and where the
configuration changes has to be done. Any pointers here would be very
helpful. Does this need to be done in mcs setting. Is there a specific
format that has to be followed and any documentation here.
