Is Xfce copyrighted or free software

I have looked into several source files in the trunk repository an every
one have been marked as copyrighted in their introductory comment. On
the other hand they have been designated as free software that you can
redistribute and/or modify under the terms of the GNU General Public
License. Don't you think the two statements contradict?
