ANN: xfce4-notes-plugin version 1.7.0 released

Xfce4 Notes Plugin provides a quick way to paste text, to write down a
list of things, to leave a note to a friend, or whatever is common to do
with Post-It’s.

This new version 1.7.0 has been rewritten (yep, once again). It removes
the old "struct" like coding against good rocking "GObjects" by using
Vala. Yet the tarball distribution is done in way that you do not need
Vala, it is a maintainer-only dependency. And regarding the build, it
already supports the Xfce Panel 4.7 which is being developped and can be
found at http://git.xfce.org/. But note that the tarball is meant to be
build for Xfce Panel 4.4/4.6 only, unless you run the configure script
with maintainer-mode hence with a Vala compiler too.

There has been put a lot of polishements, quickly here is the list:
 - The term "window" has been dropped in favor of "group".
 - It is possible to click on http links within the notes.
 - The window menu has been rethought.
 - The tabs are gone in favor of a navigation bar.
 - The settings are simpler.
 - The Xfconf channel changed thus some settings will have their 
   default value again.

And last but not least, the translators did great for this release.
