ANN: xfce4-weather-plugin version 0.7.1 released

Hello,

this new release of the Weather plugin is a bug-fix release. It fixes
the following bugs:
- bug 5505, "Some strings are not localized"
- We now use getaddrinfo() instead of the deprecated gethostbyname()
- We stopped closing stdout on network error (this and the previous
  should fix spurious "No data" problems)
- bug 5586, "Implement label change on mouse scroll". This is in reality 
  a little feature.
