ANN: terminal version 0.4.0 released

I have no problem with 0.4.0 but then the rc should have been numbered
0.3.90 -> 0.3.99.1.  I was just seeking for confirmation that it wasn't
a mistake (and I wouldn't have to add an epoch later for the
packaging :) )
