More flexible new window focus setting would be nice

If mouse is hovering some other window than the newly created window when it is created, the hovered window should be focused according to focus follows mouse policy. I am not fan of the focus follows mouse policy, but if someone wants to use it, I would not remove it.

I can't write the documentation because I don't fully understand the meaning of those window manager tweaks settings for focus. If I remember right, applications can override these settings. As for patches, I need some tutoring.
