Locking applications to a particular workspace?

I forgot to mention in my original request that I had already created
the ~/.config/xfce4/xfwm4/xfwm4rc and have an entry of "activate_action
= none" in it but it does nothing.  If I change that file to remove the
whitespace around the = (assuming the whitespace is the issue) will it
get re-read dynamically or do I need to logout and login again?
