xubuntu 9.10, can't add programs to the toolbars like I used to

In Xfce you were never able to drag applications from the menu to the panel,
unless you were using gnome-panel or something. You can add a Launcher to
the panel with Tony's method and then drag an application from
/usr/share/applications onto that launcher's configuration pane to add it.
