xubuntu 9.10, can't add programs to the toolbars like I used to

I have just upgraded my system from xubuntu 9.04 to xubuntu 9.10 and
now I don't seem to be able to add programs to the panels any more. Or
at least I can't do it easily.  I'm sure I used to be able to simply
drag icons from the Applications menu to the panel but now that
doesn't work.

So, how I am I supposed to be able to add programs to the panel?
