Move and resize

I am using XFCE 4.4. I wanted to launch a java application in full screen
disabling move and resize.
In a previous mail to the group, Olivier  pointed out that move and resize
can be controlled by using the flags

 XFWM_FLAG_HAS_MOVE
 XFWM_FLAG_HAS_RESIZE

This was very helpful.

Is there a way, I could pass these parameters to the window manager system
in a configuration file. What entry do i make in the /etc/xdg/xfce files to
disable move and resize in the window manager.
