menu problems about xfce

When i install  a windows program,it automatically generated a menu file in
~/.config/menus/applications-merged.I want to merge it in the system menu,so
i add "<MergeDir> applications-merged</MergeDir>" to the
~/.config/menus/xfce-applications.menu.But it doesn't work .Ant then i
manually copy the contents of the merged menu file to the
xfce-applications.menu, it worked .why?
