Have application menu at top level, not second

Dear Folks,

While the "Open in New Window", "Create Launcher",... menu items are
handy to many, I would love to reinstate the original behaviour of the
application menu being on top.  I have copied
/etc/xdg/menus/xfce-applications.menu ~/.config/menu but it appears to
believe that the application menu *is* the top level menu.  I'm
running Xfce 4.6 on F11.

I'd be grateful for any suggestions.
