If OpenBSD does not support  xfce4-xkb >=0.5, try to manually build
xfce4-xkb-plugin-0.5.1 and see whether you manage to configure  your
keyboard using the plugin GUI. Make sure you have all the necessary
dependencies (especially libxklavier >= 3.2), as listed on the
project's site.
