When rebooting, the x-server is restarted first?

With another display manager, I experienced the same problem, the X
session was closed and then the display manager reappeared and after a
short while it goes a way.

Perhaps fix the level of the init script for the display manager to stop
amongst the first.  Hint: update-rc.d and if not /etc/rc?.d/.
