Xfce Notes Plugin: Preventing it from showing on start up...

I'm not entirely sure on all possible values, etc, i can give the notes plugin, but is there a way to prevent the notes dialog box from popping up on startup on new user accounts? I have ShowOnStartup set to 0, but that doesn't help.
