xfce4-popup-menu works but keyb. shortcut to same doesn't

This problem has persisted ever since I installed Xubuntu on my laptop: I can
go into a terminal and enter xfce4-popup-menu and get the main menu to open
up instantly. If I assign it to a hotkey combination (or before changing it,
trying to use ctrl+esc) something very peculiar happens: Sometimes it works,
sometimes it doesn't, averaging something like one in ten (but it varies
wildly). If focus is on another window, say a terminal, the cursor blinks
when I press the designated keys but nothing happens apart from that. I
should add that the same applies to 'xfdesktop -menu'.
It is not - no, really - a hardware/old mangy keyboard issue. As I said,
something does register when I press the combination. I've tried changing
the combination and I've tried using a single key instead of a combo, and it
doesn't change anything. I had no problem using the same combination on
Ubuntu/GNOME and all my other keyboard shortcuts work just fine.
But apart from that, I'm really enjoying xfce so a big thumbs up to the
developers :)
