lock xfconf properties

Currently, it is impossible to lock a property using xfconf. (so, with
the settings-editor or xfconf-query).

The reason for this is that xfconfd is running as $(user), but it
needs root-privileges to change the system files with the 'locked='
entries.

You can set this inside the per-channel-xml backend, see the docs on
how to do that[0]
