F1 and F2 function keys cannot be redefined on Window Manager

Hello,

I recently upgraded to xfce-4.4, and i noticed that when i define the
function keys F1 and F2 (in the "Shortcuts" section of the Window
Manager settings tool), my definitions are accepted (no conflicts),
but then they have no effect at the Window Manager level: F1 always
works at the application level (usually bringing up annoying help
windows), while F2 does nothing. By contrast, defining F3 works fine.

I am wondering if this is a feature (i hope not) or a bug. I was told
on #gentoo that it's a known issue, but found nothing in the mailing
list archives, the bug tracker or the discussion forum. Apologies if i
missed something.

I've been using F1, F2 and F3 for many many years now to Raise, Lower
and Hide windows, and i would be really miserable if this
functionality is lost :(  Using other function keys or modifier keys
is nowhere near as handy as plain F1, F2 and F3!
