Same place you get the source for other OSes:
http://www.xfce.org/download/

We've made efforts to get it to compile properly on Cygwin at various
points in the past, so it may or may not work with you.  Patches to get
it to work are always accepted, though ^_^.  If you can't figure it out
yourself, it's possible someone on the xfce4-dev at xfce.org list will be
able to help you.
