Panel in Alt-Tab

Basically, I want the panel to appear in the Alt-Tab popup. The wiki said
to use that option set to false. Which I did, I set it in the system wide  
config
- or what I presume should be the config  - /usr/share/xfwm4/defaults.
That didn't help.
Creating .config/xfce4/xfwm4/xfwm4rc and setting the option as a local one
didn't help either.

I want to use the keyboard to navigate the panel, basically.

Maybe I've done something wrong - which is the config file for user  
settings?
And more importantly, where should it go? .config/xfce4/xfwm4/xfwm4rc ?
