Right-clic over launcher

How to de-activate the right-clic over a launcher (add lancher, Delete,
configure Panel...) ?

My desktop is always for young childrens, and I don't want that they
delete some launcher, or add many of them (empty)...

I've already de-activate the right-clic on the desk, and the middle click.
