The options in the wm tweak let you switch the shadow on/off for the
panel.

There are no options in a GUI to let you define the deepness of the
shadow, however this is done in the xfwm4 themes.  Here is an example:
http://svn.xfce.org/svn/xfce/xfwm4/trunk/themes/default/themerc.  The
properties shadow_delta*.
