libxfce4menu icon names limitation

libxfce4menu just reads the icon value, it's not processed in any way.
How icon names are handled is up to the user of this library, xfdesktop
in this case. 

xfdesktop calls gtk_image_new_from_icon_name() and passes the original
icon name to this function. I guess your icon theme does not support
the name "system-debian". Anyway, it's not a libxfce4menu issue.
