As Jannis advised, this is part of the desktop-file-utils package.

Slackware 11 has not been released, so you cannot possibly be 
running it.  I will assume that you meant Slackware -current.

This is OT for the mail list, but you did not do a proper upgrade 
to Slackware -current, or you would have the desktop-file-utils 
package installed - it was added during the 10.2 --> 11.0 devel 
cycle.
