Thanks for all your help guys, it turns out my install was missing a con fig file, /etc/xdg/panels/panel.xml. I grabbed it from the tarball and everything worked.

Then you should keep in mind that every time you reinstall xfce
(depending on the method), the system-wide settings are in danger of
being overwritten during the install, if you don't install them via a
method that backups them, e.g. a proper rpm package. So keeping a copy
of your modified files seems like a good idea.
If you're only upgrading xfce at bigger version jumps for reasons of
stability, you should then check whether your "old" config files are
still up-to-date.
