What does 'pkg-config gtk+-2.0 --modversion' say?  Do you have
PKG_CONFIG_PATH set to something that perhaps includes another (older?)
copy of gtk?

Or, conversely, perhaps PKG_CONFIG_PATH is getting unset inside
configure for some reason (win32/cygwin oddity?).
