Xfce 4.4 on Cygwin

Hi,
I checked out an SVN tree, I was able to build and install
xfce-dev-tools, and libxfce4util but now when configuring libxfcegui4
I get:

checking for gtk+-2.0 >= 2.6.0... not found
*** The required package gtk+-2.0 was not found on your system.
*** Please install gtk+-2.0 (atleast version 2.6.0) or adjust
*** the PKG_CONFIG_PATH environment variable if you
*** installed the package in a nonstandard prefix so that
*** pkg-config is able to find it.

Even though:
$ cygcheck -c | \grep gtk
gtk-doc               1.5-1              OK
gtk-xfce-engine       2.3.90.2-1         OK
gtk2-x11              2.6.10-1           OK
gtk2-x11-devel        2.6.10-1           OK
gtk2-x11-engines      2.6.10-1           OK

Did you run into this dependency problem?
