You could make it a plugin of its own - make it internal, it is IMHO too
simple to waste resources as an external plugin.
That way, people who want it can simply install the plugin, without
patching the existing separator plugin. And it will allow people to use
this plugin at the ends of their panel(s) while still using the normal
separator to separate other plugins.
