Already covered this, please see the mailing list archives.  In short: no.

1) Recompile thunar with FAM or Gamin support.
2) If using FAM, be sure famd is started/running before xfdesktop.

Can we FAQ this somewhere?  Hell, I might as well do it.

This is coming later after Benny finishes the launcher creator.  Or is
it already finished?

No.  Templates are user-created.  I'm not futzing with the template
system.  I'm not even sure that there's a "system" template location to
store and merge default templates.
