What happened to my panel?

I'm afraid that you will have to do it manually. The panel in Xfce 4.4
(4.3.9* for the beta versions) is is written from scratch, and now
supports several panels at once (the taskbar now is such one), as well
as plugins in external processes and drag'n'drop reordering of plugins.
As such, it doesn't use the old configuration file, but instead a new
format with separate configuration files for each plugin instance.

It would probably be possible, with some work, to write a script to
automate the conversion to the new format, but no one have done so yet.
