Here on Debian, librsvg doesn't depend on GNOME, but the librsvg-bin
package does.  It depends on libgnomeprint.  But this bin package is
not mandatory.

Package: librsvg2-bin

 This package includes a command-line utility to convert the SVG files
 to the PNG format and a graphical SVG viewer.
