If you just want a ready-made tool, wmctrl or devilspie should be
sufficient (and should work with any EWMH-compliant WM).

If you're looking to build a new tool, using libwnck would probably be
easiest.  Like wmctrl & devilspie, it's WM-neutral and should work with
any EWMH-compliant WM.
