Hicolor is a generic fallback.  Per the icon theme spec, *every* icon
theme implicitly inherits from hicolor at the end of the chain.  You
should install the hicolor icon theme, which should be available via
your distro, or on freedesktop.org somewhere.  Though not having it
isn't critical.
