You need startup notification installed. I think Andrew has already
pointed you that way

Grab the new mailwatch plugin. It's in subversion but you can get a
snapshot here:
http://foo-projects.org/~pollux/xfce-snapshots/xfce4-mailwatch-plugin-r19361.tar.bz2

Install it to the same prefix as Xfce. Alternatively, you could wait
till Xfce 4.4 where this will plugin will likely replace the mailcheck
plugin.
