I checked it and there is no Tag missing. The debian-menu.menu file is 
ok. It should work but it doesn't.
This appearance (that simply no menu is shown, where it has to be) 
occurs with every .menu file. Even with the '/etc/xdg/menus/xfce4.menu' 
file.
