Could this be helpful to you? It is taken from my
xfce4-panel-4.3.90.1-beta1.log as I installed it (gentoo):
make[3]: Entering directory
`/var/tmp/portage/xfce4-panel-4.3.90.1/work/xfce4-panel-4.3.90.1/icons'
*** Icon cache not updated. Remember to run:
***
*** gtk-update-icon-cache -f -t /usr/share/icons/hicolor

The following one is taken from (obviously)
xfce4-mcs-plugins-4.3.90.1-beta1.log:

The mcs-manager log had no reference at all about gtk-update-icon-cache
